Identification football card

Russia is preparing for two major football tournaments for this summer and the next and from now are taking serious steps to fight hooliganism.
Working together with FIFA, the hosts will issue special identification card for the Confederations cup 2017 and World cup 2018. Each card will contain personal information and picture of the bearer. For every international football lover who like to attend the games this also can be used as a visa to enter the country. However a valid ticket is not a strong guarantee that they will enter the stadiums, so every supporter must have the identification card, or in other words: without this special football card fans cannot enter the venues.
