Penalties before second qualifying round who is yet to start

Crvena Zvezda from Serbia is being penalized unnecessarily right before second qualifying round at the Europa league. Local media has reported that there is not confirmation whether the reason are songs against UEFA, but there are indications that the punishments are reaction to insults addressed at LGBT (lesbian, gay, bisexual, transgender) population. All this happened in a game versus Floriana in the last Thursday in June. Thus the European football organization has ordered closing of the north tribune in Belgrade plus issued an 8.000 euros financial fine for the club.
In that part of the section it can often be seen banners like 'UEFA supports terrorism' and 'UEFA mafia'.
