Trouble with symbols

Originally Spain, Greece, Ukraine and Kosovo had to play a European qualifying tournament in group 5 at Benidorm and Alcoy for players under 17 years of age. However, the biggest state from the Iberian peninsula has adamantly refused to put the 'national' symbols of Kosovo on its soil. The main reason is that Spain does not recognize Kosovo as an independent state, thus its flag and anthem can not be present / played in their stadiums. Therefore last Monday UEFA (which created this mess all alone) has decided to shift this competition to another country.
