Is the Club World Cup expansion possible?

Beside the World cup, Gianni Inantino wants to alter the Club World cup also. Currently the competition has 7 participants (six continental champions plus the host national league winner) and the FIFA president wants to increase it to 32. Likewise, he is also proposing change of time for the event - from December for June. If this project goes well we should see a new competition starting from 2019.

But if those 7 clubs are rightly qualified for the tournament, how can we find the other 25?
