'You did not listen to us? No problem, now you will be punished'

Days, or even one week before their World cup qualifying clash last Friday, the English and Scottish FA have joined together and announced wearing poppies for the Armistice day, on the day when two of them played. From the other side, the world football association did send a warning in advance for both telling them that that is not allowed as it carries political, religious and commercial message.
Now that all qualifiers for Russia are over for this year, FIFA's disciplinary committee started a process for their controversial decisions. At the organization no one wants to comment of how and what the punishment(s) will be, although the two defiant associations above called the decision 'scandalous'.
