Will the new English football system be successful?

Premier league could have its biggest change from 2019/20 season. If the Premier league and FA give the 'green light', which seemingly are backing the proposal, then England from the mentioned season will have 5 new leagues with 20 teams each. That is 8 more teams from currently 92. For this plan to succeed 90% must support the proposition from the current 72 football league clubs. Final decision is expected to be made in June next year.
Some individuals are speculating that Scottish giants Glasgow Rangers and Celtic may be included in the English football system and that they could benefit by being profitable from this change. But the Premier league clubs in 2009 refused the proposal of these two teams to be included in the competition.
There is no doubt that English football is 'mature' for changes of its football system as Premier league clubs earn and spend more, but results in Europe are already catastrophic for years.
