Are English clubs FIFAs next target?

FIFA nowadays is determined to impose suspensions and various bans on everyone. Individuals, officials, national teams and clubs are on their list. After plenty of arrests and bans from South America now that slowly is transferring to Europe. But why are they doing this, after numerous corruption scandals and not before, we will never find out.
Barcelona last year, Real and Atletico last week...England (we expecting the next) following days / months. After the Spanish champions got their transfer window ban on involving minors, the famous two Madrid clubs were next on the list for similar reason. However next station could be English clubs. According to Real Madrid's general director Jose Angel Sanchez has claimed that FIFA is already looking into the Premier League's clubs for the same scenario. After a number of radio interviews given to Spanish media, Sanchez is claiming that next target is England without pointing any names. One fresh case is from 2009 when Chelsea was given ban for signing Gael Kakuta from Lens but that was overturned by the Court of Arbitration for Sport (CAS). Still the Real Madrid director insists that some Premier League clubs are already under investigation.
Little by little every club could be in danger, as he said 'FIFA wants to do this worldwide' and that 'there will be lots of cases in the next couple of years'. Probably they need lots of money as their cash register is empty?
